15 Evaluation of Social Science Libraries

Introduction
Social Science libraries have played important role in organizing and disseminating social science information and facilitating research. These libraries have served as useful resources centres and provided access to vital information to social scientist. Some of these libraries bring out various publications containing review of important social science literature.

- 1. Introduction
The NCAER Library is one of India’s premier research libraries in applied economics. Ever since its inception in 1956, the library has been an integral part of the institution, providing research support to the Council’s economists as well as to policy makers, administrators, consultants, students and others from all over the country. The library plays a vital role in collecting, organizing and disseminating information for the benefit of researchers.
The NCAER Library is Depository Library for Asian Development Bank and International Monetary Fund. It is also depository for selected UN publications.
Library follows an open access system. Access is free to research scholars and Ph.D. students with proper identity card or letter. There is a user fee of Rs. 100/- per day for all others.

4.1.1.Library Collections
The library’s collection development policy is guided by the Council’s research requirements as well as a broader policy toward making it a prominent resource centre in the area of economics: new areas include health care infrastructure development and the informal sector among others. The library collection comprises of books, reports, and back volumes of journals and electronic resources, maps and microfiche.

5.1. INTRODUCTION
The Institute of Economic Growth (IEG) is an autonomous, multidisciplinary Centre for advanced research and training. Widely recognized as a Centre of excellence, it is one of India’s leading academic institutions in the fields of economic and social development. Established in 1958, its faculty of about 30 social scientists (economists, demographers and sociologists) and a large body of supporting research staff focus on emerging and often cutting-edge areas of social and policy concern. Many past and current faculty members are internationally renowned and award-winning scholars.
The library and its facilities are available to the faculty members; Indian Economics services Probationers and other officer trainees of the Institute.
5.1.2.ACCESS/ USERS
The library and its facilities are available to the faculty members, Indian Economics services Probationers and other officer trainees of the Institute, for example, officer trainees from NABARD, Indian Audit and Accounts, Environmental Economics, faculty, Ph.D. scholars and students of Delhi School of Economics, University of Delhi and other Universities in India, research scholars, alumni members and others who are interested in accessing information.
5.2. COLLECTION
The library of the institute has a specialised collection on social sciences with an emphasis on development and planning. It caters mainly to the needs of research and training undertaken at the institute. Apart from routine and trade publications procurement, the library makes a special effort forprocuring research publications, Micro-documents, serials and official publications brought out by research organisations, corporate bodies, international organisations and their allied agencies, universities and the Central and the State government, departments and their research and their evaluation cells.
5.2.1.Books
As on date the library has about 1,31,000 accessioned documents including books, monographs, workshop papers, proceedings of conferences, statistical serials in the field of economics, economic development, energy, environment, finance, econometrics, mathematics, agriculture, forestry, industry, irrigation, sociology, social anthropology, gender, demography, health etc. An equal number of unaccessioned Micro Documents comprising of Institutional Research Reports, Discussion, Occasional and Working Papers are also held. The library also collects on a fairly wide basis, the Annual Reports of Companies, of Departments of Central and State Government and other corporate bodies.
5.2.2. Journals
In addition to a stock of 20,000 back volumes of journals of 2,000 titles, the library subscribes to 104 journals, receives51 journals in exchange and 123 journals on gratis. The library exchanges the Institute’s research output and publications (including its journal, Contributions to Indian Sociology) with similar institutions in India and abroad. In total, the library receives 278 journals.

Since data publications are important for research, the library specialises in collecting statistical serials, mostly annually. There are around 3000 serial titles containing statistical information on India and its states and other countries.

The library has a complete set of census reports commencing from 1872. This section maintains the census data of India for the period 1872 to 1951 in microfiche format and from 1951 to 2001 in hard copy. 1991 & 2001 Census are available in floppy and CD at the IEG also.

6.1. Introduction
The Ratan Tata Library (RTL)is a part of the Delhi University Library System since 1957, when the Delhi School of Economics ceased to be an autonomous institution and its management was taken over by the University of Delhi. The Ratan Tata Library now serves post-graduate students, research scholars and faculty members of the Delhi School of Economics,University and its affiliated Colleges.
Ratan Library is one of the most prestigious libraries in the country particularly in the areas of Economics,Sociology and Geography. It has a very rich collection of books, journals and provides accessto huge number of electronic resources in the areas of social sciences. Besides the regular members, scholars from India and abroad visit the Library for varying periods and make use of its valuable resources. The total collection of the library, at present, is about 3.25 Lakhs, including books, bound volumes of periodicals, government reports, documents of international organizations and electronic databases.
The Library has been designated as a depository of publications brought out by the United Nations and International Organizations like FAO, ILO, IMF, IBRD, GATT etc. The Library has also exchange agreement with about 70 institutions all over the world and receives publications in exchange of Indian Economic Review & Occasional Papers (Economics).
In addition to the Ratan Tata Library, the books and periodicals resources of various libraries situated in and outside Delhi are made available to the members of the RTL through DELNET.
6.2. Admission to the Library
The Library is open to following:
- Teachers, Teacher Fellows, Research Associates, Research Scholars (Ph.D., & M. Phil.) of Economics, Commerce, Sociology, Geography and Management Studies and post-graduate degree students of Economics, Commerce, Sociology and Geography of the Delhi University, excluding students of External Cell, School of Correspondence Courses and Non Collegiate Women’s Board.
- Post Graduate Ex-students enrolled for examination of the Delhi University, who were earlier members of the Ratan Tata Library, on the recommendation of the Director Delhi School of Economics. On payment of Rs. 1,000/- as refundable library security, Rs.1,000/- as DSE Library Fee, Rs. 200/- as Library Development Fee to be deposited with the Delhi School of Economics.
- Ph.D./M. Phil. students and teachers of other departments of Delhi University wanting to make use of it for specific purposes on individual merit. Two of their borrower’s cards issued by their parent Library can be converted for use in the Ratan Tata Library.
- Research staff of Agricultural Economics Research Centre.
- Those scholars engaged in higher studies and research under special permission of the librarian on payment of Rs. 1,000/- as library security.
- Technical Staff of the Delhi School of Economics, Agricultural Economics Research Centre, Faculty of Management Studies can get two of their borrower’s cards issued by the University Library, converted for use in the Ratan Tata Library.
- Teachers and Research Scholars (Ph. D.) of other Universities and Research Institutions (Indian & Foreign) as guest members for consultation for a specified period on production of his/her registration/ recommendation letter duly signed by the Head of Institution/Department with official seal, two stamp size photographs, Identity Card of the person issued by the parent University/Institute and a Fee of Rs. 100/-.

7. MADRAS INSTITUTE OF DEVELOPMENT STUDIES LIBRARY 7.1. INTRODUCTION
Madras Institute of Developmental Studies Library In India is one of the leading libraries for research and references with a very good collection of books, journals, government publications for social science research. Over the years the Institute has built up a rich collection of social science literature and related material. On an average it adds to its stacks about 1500 volumes a year. The library’s present collection is about 56,500 volumes. It subscribes around 190 Indian and Foreign Journals.
The library is widely used by students, research scholars, teaching scholars from various social science disciplines, Government officials, professionals such as journalists and consultants, and even lay persons, from various parts of Tamil Nadu, the rest of the country, and abroad. Borrowing privileges are limited to regular members of the library comprising of two categories.

A member of the public may use the library for consultation and reference. Such visitors are requested to bring an official letter from their librarian or head of the organisation.

The MIDS library is primarily intended to be a research library. But members of the public may also make use of the library materials. Photo copiers and microfilm readers are available.

7.4.1.Books: The Library has a very good collection of books covering Anthorpology, development studies, economics, Government Publications, sociology, demography, statistics, history, and political science.
7.4.2.Journals: The Institute’s library is receiving around 190 Indian and foreign journals. These are received either through subscription or on a complimentary basis. Journal subscribed during 2009 is 134.

8. CENTRE FOR THE STUDY OF DEVELOPING SOCIETIES (CSDS)
8.1. INTRODUCTION
The CSDS library is a specialized research library on the social sciences and humanities. Its collection reflects the interdisciplinary ethos of CSDS.
The library began its career with the founding of the Centre and developed initially in step with the research conducted there. Over the decades, it has acquired a reputation for its rich collection and is used widely by social science researchers from the city of Delhi and beyond. It is a medium-sized library with more than 33,000 books and 5500 bound volumes of journals and a modest set of reports and booklets. More than 100 journals are received regularly. Readers have access to two excellent electronic databases of journals, namely JSTOR and Project Muse.
8.2. COLLECTION
Apart from works on contemporary themes, the library houses a rich collection of works on Development, Asia and Africa, Arms Race and Peace Movement, non-European Perspectives, Science Studies, Ecology and Environment, Human Rights, Democracy, Philosophy, Political Theory etc. collected over many years. Significant collections developing during the last decade are in the areas of New Media, Cinema, City/the urban, Cultural Studies, Art, History, Indian Thought, Mahabharat Studies.
There is a separate collection of Hindi language books covering almost all subject areas that are covered in the English language collection subject to availability of such writings. There is a significant collection of books in the subject areas of literature, philosophy, politics, media, history etc. The collection is perhaps unique in the range of Hindi writings in the field of literature, media and development of Hindi language itself, Social scientists.
The library catalogue is available to a wider community of researchers through the union catalogue of books at the Developing Libraries Network’s (DELNET) website. Scholars can avail of the inter library loan facilities through DELNET.

9. CENTRE FOR POLICY RESEARCH
9.1. INTRODUCTION
CPR embodies a vibrant community that is committed to the highest standards of excellence in public policy research. An active academic life is sustained via resources that are available to all faculty members of CPR, and in some cases to external partners as well. These resources include a well-stocked library, contemporary conference facilities and information technology infrastructure. CPR also provides access to various external resources through memberships or partnerships with external institutions.
9.2. LIBRARY RESOURCES AND SERVICES
CPR’s library houses an impressive collection of books, periodicals, journals and other documents on foreign policy, urbanization, governance, law and other areas of CPR’s focus. It is a valuable resource for faculty members, and a symbol CPR’s commitment to excellence in policy research. External researchers may be permitted to use the library on a specific basis.
CPR library plays key role in dissemination of information to social scientist. It brings out an updated documentation list regularly and also maintains newspaper clipping services on different areas of social science research. CPR publishes monographs which library disseminates among social scientist. Library also provides bibliographic and data services to eminent social scientist working at the Centre which immensely helps in conducting research.
10. NATIONAL INSTITUTE OF PUBLIC FINANCE AND POLICY LIBRARY
10.1. INTRODUCTION
National Institute of Public Finance and Policy isacentre for advanced applied research in public finance and public policy. Established in 1976 as an autonomous society, the main aim of the institute is to contribute to policy making in spheres relating to public economics.
10.2. LIBRARY
The three-storied refurbished library houses one of the largest collections of Public Economics books and reports among all research institutes in the country. It is popular among researchers in the field of public finance owing to its extensive collection of central and state budget documents. The library is centrally air-conditioned with cubicles providing private workspace to the visitors. The library can be accessed by providing a valid ID proof and introductory letter. It is open between 9:00 am to 5.30 pm (Thursdays until 8:00 pm and Saturdays until 04:00 pm).

The NIPFP library has grown to be a leading research and reference library in the area of public finance in Asia.
The focus is on the following core areas:

Equipped with modern facilities, the library offers a conducive environment to researchers, and scholars from India and abroad who visit for reference from time to time. The library operations are largely automated through LIBSYS and WINISIS software’s. It subscribes to 248 international journals, maintaining a collection of 78,000 documents including books, articles, journal holdings, budget documents, and finance accounts accessible through the Institute’s Local Area Network (LAN). It has networking arrangement with various institutions for sharing of resources.

- CENTRE FOR STUDIES IN SOCIAL SCIENCES LIBRARY
1. INTRODUCTION
The Centre for Studies in Social Sciences, Calcutta, was founded in February 1973. Financed primarily by matching grants from the ICSSR and the Government of West Bengal, the Centre has full academic autonomy, is designed to function democratically and is proud of its impeccable record of public accountability.
11.2. LIBRARY
The Library comprises the Centre’s own collection as well as that of the Eastern Regional Centre of ICSSR. It is primarily meant for researchers / teachers in the social sciences including postgraduate students, and serves over 590 registered members from various institutions and some 40+ in–house members. In–house members enjoy book–borrowing facilities whereas members from other institutions are readers only. External members may also make a limited number of photocopies upon payment of Re.1/- per A–4 page of text material (chapters of books, articles in journals). Government reports can not be photocopied, but printouts of reports available in the Library on CD–ROM are delivered upon payment. No membership fees are charged to any member. The Library is open for users from 1030 to 1730 on all working days. The Library also has interlibrary lending facilities between bonafide academic libraries in the city, and is a member of CALIBNET (Calcutta Library Network). The Library will shortly be able to provide bibliographic database searches upon payment.
11.2.1 General Collection:
Housed on two floors in the main building, this has over 30,000 books, monographs and government reports, 175 journals and 12 daily newspapers, and around 3,500 working papers from various institutions in India and abroad. Here is a retrospective list of periodical holdings.
11.2.2 World Bank Collection:
The Library has been a depository of all World Bank publications since 1995 and receives through this arrangement all formal World Bank publications in printed as well as electronic format. A database of WB publications is in the making.
11.2.3.OECD Collections:
The Library has a small collection of OECD / IDS publications. A computerized database of the collection has been prepared using CDS / ISIS software in DOS format, which is accessible by users.
11.2.4.UNDP Collections:
The United Nations Development Program (UNDP) provides its Human Development Reports to the Centre in hard copies. Besides this the Library has two other databases, the Human Development Database (Version 1.1) and the Human Development Report CD–ROM containing the Human Development Statistical Database 1999 and full text HDR 1990–1999.

Government publications constitute an important resource for social science research. The Library has a rich source of such data in its collection of Census Reports since 1911.
11.2.6.Important collections at the Resource Centre:
Almost the complete set of the major Bangla daily, Anandabazar Patrika from 1944 to 2000 and a few other Anandabazar group publications acquired through the Anandabazar group of publications are housedatthenewResourceCentre.A collection of 200 books, mainly children’s fiction in Bangla published between 1930s to 50s gifted by Arun Dasgupta to the archive has been moved to the Resource Centre from the archive.Sevati Mitra gifted her collection of about 200 books to the Archive of the Centre has been moved to the new Resource Centre. A few text books of History authored by Bijaychandra Majumder in the 1920s and 30s following the syllabus of Calcutta University is one of the major attractions in this collection.An important collection of about 200 books of Hitesranjan Sanyal mainly on local history, family history and caste gifted to the Centre by ManaswitaSanyal.(http://www.cssscal.org/resources_centre.html)
12. TATA INSTITUTE OF SOCIAL SCIENCE
12.1. INTRODUCTION
The Tata Institute of Social Sciencesestablished in 1936 is one of the premier Institute in the country in the field of Social Sciences and has been recognized as one of the progressive centers of learning catering to the educational and research information needs of academic and scientific community for excellent teaching, research and development work carried out by the faculty members, research scholars and students. The University has been viewed as the harbinger of positive social change in view of the tangible improvements it has brought about in the fields of intellectual awareness, aptitude for learning and pursuit of scientific endeavor. Considering the progress and achievements the university could accomplish in the last two decades, the National Assessment and Accreditation Council (NAAC), Bangalore has accredited the institute with FIVE Stars.
12.2. TISS Library
TISS Library established along with the institute way back in 1936 is one of the leading social science libraries in the country. The library was named as “Sir Dorabji Tata Memorial Library” on 3rd May, 2002 in the memory of late Sir Dorabjii Tata. It is geared to meet the academic and research information needs of the user community. It provides a conducive environment for intellectual enquiry by providing user-focused services to obtain and evaluate scholarly information and knowledge. Since the library specializes in the field of applied social sciences, it has become most sought after library for the social scientists in India. It is a unique Knowledge Centre, which offers essential and specialized information resources and services to meet the growing information needs by;

- Providing human and technologically moderated access to information; and
- Facilitating users to identify, locate, obtain and evaluate information.

Print Resources still continue to be primary learning resources. Library has a specialized collection of resources taking into consideration the course contents and research needs of all the departments and centres of the Institute. Library employs a strong collection development policy and on an average, three thousand books are added to the collection every year. As on date it has a stock of about 1,02,958 volumes.
Library subscribes to over 290 scholarly print journals and receives another 80 journals on exchange and gratis. It has acquired about 1600 audio-visual materials. It also has in possession a small collection of rare and out of print books on social reform movements and biographies of Social Reformers. It is one of the first institutes to be part of the UGC-Infonet Digital Library Consortium initiated by UGC in 2003 to provide electronic access over the Internet to scholarly literature in all areas of learning to the university sector in India.
The SDTM Library is one of the members of INFLIBNET UGC-Infonet Digital Library Consortium since 2003. 13. NEHRU MEMORIAL MUSEUM & LIBRARY
13.1. Introduction
The Nehru Memorial Museum & Library (NMML) established in the memory of Jawaharlal Nehru (1889 – 1964) is an autonomous institution under the Ministry of Culture of the Government of India, located in the majestic Teen Murti House, the official residence of the first Prime Minister of India, it has four major constituents namely, a Memorial Museum, a Library on modern India, a Centre for Contemporary Studies and a Planetarium.
13.2. Library
The library collections are enormous and diverse ranging from books, journals, photographs, periodicals, newspapers, private papers and oral history records. Currently, the Library maintains a collection of more than 2.5 lakh printed books; over 1.5 lakh photographs related to Jawaharlal Nehru and the Indian freedom movement and around 8,000 audio tapes.
Regular purchase of printed material and donations by various individuals and institutions help NMML update and expand the holdings of its Library continually. The Library has grouped its holdings of published works about Jawaharlal Nehru and on issues and subjects related to him under the heading ‘Nehruana’. This collection of published books concerning Nehru has his writings; numerous collections of his correspondence and speeches; academic works relating to diverse aspects of his life, thought, politics and leadership. Similar collections have been prepared for Mahatma Gandhi under the head ‘Gandhiana’ and for Indira Gandhi under the title ‘Indirana’.
Additionally, the Library houses an extensive collection of documents on microfilm rolls and microfiche plates in the Microfilm Section. The newspapers, periodicals and private papers dating back to the year 1838 are available on approximately 18,500 microfilm rolls. Other rare documents are available on more than 51,322 microfiche plates in this section. Journals and periodicals are housed in a separate Periodicals Section within the Library, which currently maintains a collection of 503 journals in English, Hindi and other regional languages.
The Photographs Section housed within the Library, possesses an impressive collection of photographs of the freedom movement in India and national leaders of the pre and post independence periods. This collection currently stands around 1, 76,264 photographs and negatives of another one lakh images. In the past few years, the Library has also built up a collection of published works on north-east India. With the increase in acquisition of photographs, schemes of classification and cataloguing were devised in-house for speedy retrieval of photographs with captions for reference and use of scholars. 13.3. Digitization:
The NMML has undertaken a project to digitize its collection of newspapers, manuscripts, photographs and other related documents as the existing methods of preservation and accessibility of research resources are outdated in the context of rapid growth of information technology. Digitized holdings will dramatically improve accessibility and ensure better preservation of documents and will prevent excessive exposure of original documents increasing their longevity.The broad proposals in this regard are Digitization of Archival Documents, Digitization of Newspapers on Microfilms and the setting up ofa Digital Archival Management System. The proposal for Digitization of Archival Documents will eventually cover about 90 lakh archival documents in our holdings. This includes digitization and full text conversion with search facility. In the first phase, 35 lakh documents will be digitized after due prioritization.
The proposal for Digitization of Newspapers on Microfilm will eventually cover the 110 lakh pages of newspapers on microfilm in our library.
Teen Murti House also houses a specialized Library which has been designed and developed as a specific research and reference centre on colonial and post-colonial India with its very rich and varied collection of books, journals, photographs and other resource materials on microfilm and microfiche.Open to bonafide researchers on payment of a nominal fee, the Library offers valuable opportunities for doing advanced research and reference work on social sciences, with an emphasis on modern Indian history.
Its relevance is augmented by the archives of rare non-official research materials; an Oral History Project to record the reminiscences of the makers of modern India and the NMML’s Centre for Contemporary Studies, which awards Fellowships for exploring new areas and issues of research in social science.
Over the last four decades, scholars on modern and contemporary history have found the institution almost indispensable for carrying out their research.. It is the biggest repository in the country for microfilmed newspapers and collections of private papers of eminent individuals as well as of non-official social and political organizations. The manuscript and newspaper collections in NMML run into millions of pages. The holdings of the Library cover a wide range of subjects and aspects related to modern and contemporary history, roughly covering the period from the eighteenth century onwards up to the present times.
14. GOKHALE INSTITUTE OF POLITICS & ECONOMICS
14.1. Introduction
Gokhale Institute of Politics &Economics is one of the leading social science research institutes in western India. It carries out research on different issues of economics and politics.
14.2. Library
Dhananjayarao Gadgil Library, the library of the Gokhale Institute of Politics and Economics, has one of the largest and most important collections of social science documents in India. It has quite a large member of publications on Economics and allied social science subjects and successfully caters to the needs of scholars, academicians, policy makers and other users working in social science subjects in India and abroad. Though attached to GIPE, the library extends membership to outsiders also and thereby performs the dual function of an academic and a public library as well.
14.2.1.History
Dhananjayarao Gadgil Library was established in 1905 as a public library under the aegis of Servants of India Society with late Gopal Krishna Gokhale as one of its founding members. With the establishment of the Gokhale Institute of Politics and Economics in 1930, the Library has started to act as the Library of the Institute also since 1930, and then has been mainly responsible for building its collection. Presently the Library is housed in a majestic four-storey building, which has a rare combination of colonial and modern architecture. 14.2.2.Library Collection
The Library was having 13,480 books and 204 journals at the time of independence; whereas at present the Library possesses more than 2.6 lakhs of documents covering all branches of knowledge. However, as already stated the collection of the Library is very strong in social science subjects especially in Economics and other related disciplines. Other than books, the collection of the library includes bound volumes of 1873 journal titles, about 400 unpublished theses and dissertations and some microfilms, floppies, CDs, and maps. The Library is a depository library of the publications of the United Nations and its agencies, the World Bank, the European Economic Community, the International Monetary Fund, and the Government of Canada. Besides books, the Library also receives 445 current periodical titles including almost all leading English language journals.

14.2.3.Books on Economics:
The Library has a very good collection of books on Economics and its allied subjects. Its holdings of literature on Indian economic history and land legislation in particular are most comprehensive and unique. It has also quite a fair collection of books on agricultural economics, Indian economy and also reports of committees and commissions.
14.2.4.Rare Books:
The Library possesses quite a large number of books published before the advent of twentieth century and which may not be available elsewhere. The oldest book in the Library dates back to 1680. Besides, there are quite a few hundred books which were published during the 18th and 19th centuries.
14.2.5.Serial Publications
The serials section of the Library contains more than 51,738 publications which include annual administrative reports, serially published reports, annual conference volumes and other such publications which come out serially once in a year or two. Some of the features of this section include:
· Unbroken complete series of some of the important serial publications like Human Development Report, Asian Development outlook, Indian Agricultural Statistics, National Accounts Statistics, Economic Surveys, Statistical Abstracts of India and States, Reports on Trend and Progress of Banking in India (RBI), Reports on Currency and Finance (RBI), Agricultural Wages in India, Annual Survey of Industries, Public Enterprises Surveys, Indian Livestock Census, etc.
· Annual reports of national and international banks like the Reserve Bank of India, Bank of England, Bank of Japan, Banque de France, and Central Banks of many more foreign countries (about 25 in all).
· Annual reports of most of the ministries, departments of Govt. of India, Govt. of Maharashtra and also some others State Governments.
· Reports of the Comptroller and Auditor General and Appropriation Accounts for various years of Govt. of India and also the State Governments.
· Lok Sabha/Rajya Sabha standing committee and subject committee reports.
Reports of Public Accounts Committee, Public Undertakings Committee and Estimates Committee of Government of India and also the State Governments.
14.2.6.Special Collection
The Library possessess a rare collection of old British Parliamentary Papers of the 18th and 19th centuries, about almost unbroken series of the proceedings of legislatures in India, both Central and States; and a large collection of reports of commissions and committees appointed by the Government of India, U.K., U.S. etc. It also possesses the union budgets rights from 1799-1805 and 1874-75 to till date, the budgets of princely and provincial states of pre-independence period and unbroken series of the budgets of state governments after the formation of states on linguistic basis. The census publications of government of India and states right from 1872 first census of India to till date also form a very valuable part of our collection. Special holdings include gazetteers Maharashtra state gazettes and Gokhale papers microfilms etc.
14.2.7.Depository Collection:
As already stated, the library is a depository library for the publications of the United Nations and its specialised agencies, the World Bank, the International Monetary Fund, the European Community and also the Government of Canada. Besides books, it receives a few journals as depository.
14.2.8.Grey Literature:
The Library also receives working papers/discussion papers, occasional papers etc. of various national and international research institution, universities, and agencies (about 60-70 organisations)
14.3. LIBRARY SERVICES
The Library provides reading facilities, lending facilities, inter-library loan service, photocopying service, and documentation services. The documentation service of the Library includes:

It is worth mentioning here that the Fortnightly List of Articles on India is one of the very few indexing services in the country which has been published regularly for more than three decades. It includes all the articles on India that appear in all the journal issues and also four business and finance newspapers being received by the Library.
While the Fortnightly List of Additions lists documents being received by the Library, the monthly Current Awareness Bulletin provides information about the grey literature (working papers, discussion papers, etc.), documentation lists of other libraries, and reprints, which are being received by the Library from time to time. Besides, it also includes the book reviews on Economics and Sociology that appear in all the journals and newspapers being received by the Library.
14.3.1.Lending Services:
The Library extends lending facilities to all types of members except casual members. While research staff of the Institute can borrow 20 books at a time (subject to increase on demand), the annual members can issue a maximum of two books with a refundable deposit of Rs.500/- per book. Students enjoy the benefit of overnight and weekly issue only.
15. INDIAN INSTITUTE OF PUBLIC ADMINISTRATION LIBRARY
15.1. Introduction
The IIPA Library is one of the major social science resources in India. It has a collection of about 2 lakh volumes of books and periodicals and receives 350 current periodicals. It is a depository library for the publications of the World Bank and has been accorded depository library status for the publications of International Monetary Fund. The World Bank has recently set up a state-of-the-art Information Kiosk in the Library to facilitate on-line access to the knowledge portals of the Bank and its associate institutions.
15.2. Library Collection
The collection is particularly rich in the areas of public administration, management sciences, economics, planning and development, political science, sociology, rural and urban studies, gender studies and environmental sciences. The Public Document Section of the Library which contains Census of India publications, reports of various committees and commissions appointed by the Central and State Governments, National Sample Survey reports, annual reports of various ministries and departments of the Government of India, and select publications of international organizations, is acknowledged to be one of the richest collections in the country.
The library has an exhaustive collection of press clippings of important editorials, signed articles, and news items published in national dailies going back to the early 1980s.
15.3. Library Services
Most of the Library functions and services are computerized. The Library is providing a variety of current awareness services. It regularly brings out monthly List of Additions, fortnightly List of Significant Articles and weekly Current Contents to keep its readers informed of the incoming documents. Established by ICSSR, NASSDOC is premier social science agency providing access to a variety of resources to social scientists. It also provides several important services to researchers.

NASSDOC has a rich collection of reference sources, bibliographies, 5,200 doctoral theses, 3,100 research project reports (funded by the ICSSR) and 12,500 books and documents. This includes books on social science research methodology and also subjects like economics, political science, sociology, psychology, computer and information technology etc. It also has working papers, seminar papers etc. The library also keeps priced and non-priced publications of ICSSR including those, for which, the Council has provided publication grants.
Documents are available for consultation in the library premises only. Borrowing facility is extended to registered members only. Printed publications are available on Inter-Library Loan. The collection is further augmented by about 450 current Indian/ foreign periodicals, including ICSSR journals and other abstracting and indexing journals in social sciences. The library has over 11,000 bound volumes of periodicals, census reports and other government publications. National Social Science Documentation Center provides this service to the social scientists on demand. The scholars doing their M. Phil, Ph.D. Post Doctoral Research or writing an article or a book can make a request for this service. A Scholar who is working on a project or a teacher can also avail this service. This service is provided in two formats:

The council has set up a Documentation Centre on Asian Studies (DOCAS) with the financial assistance from the government of Japan. The Centre is located in the Council’s headquarters. The subject areas covered are mostly social sciences including Environmental Sciences and public health. This will help the policy makers in Asia to establish better relations among the Asian countries for the welfare of the people of the region .The main objectives and functions of the Centre are as follows:
i. Library: It has a collection of about 3,000 documents and it subscribes to 30 journals and 11 newspapers. The library remains open for users from 9.30AM to 6PM on all working days (Monday – Friday).
ii. Documentation: Dissemination of information is one of the major objectives of DOCAS. To fulfill this objective , the Centre brings out the following two publications at regular intervals:
Conference on Asian Studies: It is a calendar of forthcoming conferences, seminars, workshops, etc. related to Asian Studies.
Select Journals on Asian Studies (Content Pages): The objective of the publication is to bring under bibliographical control, the literature published on the region during the period and to disseminate it.

The Ratan Tata Library (RTL) is a part of the Delhi University Library System since 1957, when the Delhi School of Economics ceased to be an autonomous institution and its management was taken over by the University of Delhi. The Ratan Tata Library now serves post-graduate students, research scholars and faculty members of the Delhi School of Economics University and its affiliated Colleges.

17.4.MADRAS INSTITUTE OF DEVELOPMENT STUDIES LIBRARY
Madras Institute of Developmental Studies Library In India is one of the leading libraries for research and references with a very good collection of books, journals, government publications for social science research. Over the years the Institute has built up a rich collection of social science literature and related material. On an average it adds to its stacks about 1500 volumes a year. 17.5.CENTRE FOR THE STUDY OF DEVELOPING SOCIETIES (CSDS)
The CSDS library is a specialized research library on the social sciences and humanities. Its collection reflects the interdisciplinary ethos of CSDS. The library began its career with the founding of the Centre and developed initially in step with the research conducted there. Over the decades, it has acquired a reputation for its rich collection and is used widely by social science researchers from the city of Delhi and beyond. It is a medium-sized library with more than 33,000 books and 5500 bound volumes of journals and a modest set of reports and booklets. More than 100 journals are received regularly. Readers have access to two excellent electronic databases of journals, namely JSTOR and Project Muse.

CPR embodies a vibrant community that is committed to the highest standards of excellence in public policy research. An active academic life is sustained via resources that are available to all faculty members of CPR, and in some cases to external partners as well. These resources include a well-stocked library, contemporary conference facilities and information technology infrastructure. CPR also provides access to various external resources through memberships or partnerships with external institutions. CPR’s library houses an impressive collection of books, periodicals, journals and other documents on foreign policy, urbanization, governance, law and other areas of CPR’s focus. 17.7.NATIONAL INSTITUTE OF PUBLIC FINANCE AND POLICY LIBRARY
National Institute of Public Finance and Policy is a centre for advanced applied research in public finance and public policy. Established in 1976 as an autonomous society, the main aim of the institute is to contribute to policy making in spheres relating to public economics. The three-storied refurbished library houses one of the largest collections of Public Economics books and reports among all research institutes in the country. It is popular among researchers in the field of public finance owing to its extensive collection of central and state budget documents. The library is centrally air-conditioned with cubicles providing private workspace to the visitors.
17.8.CENTRE FOR STUDIES IN SOCIAL SCIENCES LIBRARY
The Centre for Studies in Social Sciences, Calcutta, was founded in February 1973. The Library comprises the Centre’s own collection as well as that of the Eastern Regional Centre of ICSSR. It is primarily meant for researchers / teachers in the social sciences including postgraduate students, and serves over 590 registered members from various institutions and some 40+ in–house members.

TISS Library established along with the institute way back in 1936 is one of the leading social science libraries in the country. 17.10.NEHRU MEMORIAL MUSEUM & LIBRARY
The Nehru Memorial Museum & Library (NMML) established in the memory of Jawaharlal Nehru (1889 – 1964) is an autonomous institution under the Ministry of Culture of the Government of India,
The library collections are enormous and diverse ranging from books, journals, photographs, periodicals, newspapers, private papers and oral history records. Currently, the Library maintains a collection of more than 2.5 lakh printed books; over 1.5 lakh photographs related to Jawaharlal Nehru and the Indian freedom movement and around 8,000 audio tapes.
17.11.GOKHALE INSTITUTE OF POLITICS & ECONOMICS LIBRARY
Gokhale Institute of Politics &Economics is one of the leading social science research institutes in western India. It carries out research on different issues of economics and politics.DhananjayaraoGadgil Library, the library of the Gokhale Institute of Politics and Economics, has one of the largest and most important collections of social science documents in India. It has quite a large member of publications on Economics and allied social science subjects and successfully caters to the needs of scholars, academicians, policy makers and other users working in social science subjects in India and abroad. Though attached to GIPE, the library extends membership to outsiders also and thereby performs the dual function of an academic and a public library as well.
17.12.INDIAN INSTITUTE OF PUBLIC ADMINISTRATION LIBRARY
The IIPA Library is one of the major social science resources in India. It has a collection of about 2 lakh volumes of books and periodicals and receives 350 current periodicals. It is a depository library for the publications of the World Bank and has been accorded depository library status for the publications of International Monetary Fund. The World Bank has recently set up a state-of-the-art Information Kiosk in the Library to facilitate on-line access to the knowledge portals of the Bank and its associate institutions. The collection is particularly rich in the areas of public administration, management sciences, economics, planning and development, political science, sociology, rural and urban studies, gender studies and environmental sciences.

Established by ICSSR, NASSDOC is premier social science agency providing access to a variety of resources to social scientists. It also provides several important services to researchers.

18.1 NATIONAL COUNCIL OF APPLIED ECONOMIC RESEARCH LIBRARY
· The NCAER Library is one of India’s premier research libraries in applied economics.
· Ever since its inception in 1956, the library has been an integral part of the institution, providing research support to the Council’s economists as well as to policy makers, administrators, consultants, students and others from all over the country.
18.2 INSTITUTE OF ECONOMIC GROWTH LIBRARY
· The Institute of Economic Growth (IEG) is an autonomous, multidisciplinary Centre for advanced research and training.
· The library and its facilities are available to the faculty members, Indian Economics services Probationers and other officer trainees of the Institute.
18.3.RATAN TATA LIBRARY
· Ratan Library is one of the most prestigious libraries in the country particularly in the areas of Economics,Sociology and Geography. It has a very rich collection of books, journals and provides to huge number of electronic resources in the areas of social sciences.
18.4.MADRAS INSTITUTE OF DEVELOPMENT STUDIES LIBRARY
· Madras Institute of Developmental Studies Library In India is one of the leading libraries for research and references with a very good collection of books, journals, government publications for social science research.
· On an average it adds to its stacks about 1500 volumes a year. The library’s present collection is about 56,500 volumes. It subscribes around 190 Indian and Foreign Journals.
18.5.CENTRE FOR THE STUDY OF DEVELOPING SOCIETIES (CSDS)
· The CSDS library is a specialized research library on the social sciences and humanities. Its collection reflects the interdisciplinary ethos of CSDS.
· The library began its career with the founding of the Centre and developed initially in step with the research conducted there.
· It is a medium-sized library with more than 33,000 books and 5500 bound volumes of journals and a modest set of reports and booklets. More than 100 journals are received regularly. Readers have access to two excellent electronic databases of journals, namely JSTOR and Project Muse.
18.6.CENTRE FOR POLICY RESEARCH
· CPR embodies a vibrant community that is committed to the highest standards of excellence in public policy research. An active academic life is sustained via resources that are available to all faculty members of CPR, and in some cases to external partners as well.
· These resources include a well-stocked library, contemporary conference facilities and information technology infrastructure.

18.7. NATIONAL INSTITUTE OF PUBLIC FINANCE AND POLICY LIBRARY
· National Institute of Public Finance and Policy is a centre for advanced applied research in public finance and public policy.
· The three-storied refurbished library houses one of the largest collections of Public Economics books and reports among all research institutes in the country.
· It is popular among researchers in the field of public finance owing to its extensive collection of central and state budget documents. The library is centrally air-conditioned with cubicles providing private workspace to the visitors.
18.8.CENTRE FOR STUDIES IN SOCIAL SCIENCES LIBRARY
· The Centre for Studies in Social Sciences, Calcutta, was founded in February 1973. The Library comprises the Centre’s own collection as well as that of the Eastern Regional Centre of ICSSR.
· It is primarily meant for researchers / teachers in the social sciences including postgraduate students, and serves over 590 registered members from various institutions and some 40+ in–house members.
