These also include global information systems and organisations devoted to collection, processing and dissemination of information in various countries. Use of computers for location, collection, storage and processing of information has opened up the possibilities of creating online access and machine-readable databases which have led to the development of international\/global information systems. This development has been harnessed further by the very concept of decentralized input of information from the member countries of a participating system, where centralized processing of information is possible through computers, while decentralized dissemination of information is again possible at the users\u2019 end.<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">In this Module we will discuss some international organisations operating at international level in various disciplines. It was after the World War II, that most of the governments realized the advantages of maintaining international relations in some spheres through the international organizations. This is due to the fact that while retrieving information, the library professionals had been facing several problems as the available information services were not adequate for most of the users. The international organisations took the task to identify these problems in the information gap by contributing towards coordination, promotion and development of appropriate information. These organisations include the governmental bodies, non-governmental bodies as well as some voluntary professional organisations. A major role in this regard has been that of the UNESCO\u2019s Communication and Information Sector which has contributed towards development of modern library facilities in developing and developed countries.<\/p>\r\n&nbsp;\r\n\r\n<strong>2.\u00a0 International Information Organisations<\/strong>\r\n\r\n&nbsp;\r\n<p style=\"text-align: justify\">Encyclopaedia Britannica defines an International organization as \u2018an institution drawing membership from at least three states, having activities in several states, and whose members are held together by a formal agreement.\u2019 These are of two types, namely, <a href=\"http:\/\/www.britannica.com\/EBchecked\/topic\/759088\/international-governmental-organization\">international<\/a> <a href=\"http:\/\/www.britannica.com\/EBchecked\/topic\/759088\/international-governmental-organization\">governmental organizations <\/a>(IGOs), which have been established by intergovernmental agreements and whose members are states, and secondly, <a href=\"http:\/\/www.britannica.com\/EBchecked\/topic\/759090\/nongovernmental-organization-NGO\">nongovernmental organizations<\/a> (NGOs), whose members are associations or individuals.<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">According to European Commission an international organization is \u2018a body that promotes voluntary cooperation and coordination between or among its members. \u2019An international organization is therefore an <a href=\"http:\/\/en.wikipedia.org\/wiki\/Organization\">organization <\/a>with an international membership, scope, or presence.<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">There are a large number of such organisations operating at international level. Some of the major international organisations covered in this Module are: IFLA, UNESCO, ICA, ILO, ISO, WHO and WIPO. The information systems and programmes listed here are the INIS, AGRIS, MEDLARS\/MEDLINE, CAS, INSPEC, BIOSIS, etc. In most of these organisations or systems, the input to the system is made available by the member country from where information originates, leading to reliability, timeliness and comprehensibility. The input thus collected nationally is entered in prescribed standardized format, usually a machine readable format to ensure compatibility. The resultant output is available internationally for every member country and its users.<\/p>\r\n\r\n<\/div>\r\n&nbsp;\r\n<p style=\"text-align: justify\"><span style=\"font-size: 1em\">In the following sections, some international organisations which every library and information science professional should be familiar with are discussed briefly. The details of each of the covered organisation are available in the organisation\u2019s website.<\/span><\/p>\r\n&nbsp;\r\n<div style=\"text-align: justify\">\r\n\r\n&nbsp;\r\n\r\n<strong>3.\u00a0 IFLA- International Federation of Library Associations<\/strong>\r\n\r\n&nbsp;\r\n<p style=\"text-align: justify\">The International Federation of Library Associations and Institutions (IFLA) is the leading international body representing the interests of library and information services and their users. It is the global voice of the library and information profession.<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">Located in The Hague, The Netherlands, IFLA was founded in Edinburgh on 30 September 1927 during the International Congress of Libraries. The IFLA was established as a small association of mainly national library associations and academic libraries and has now grown into the only major international organisation for library professionals. It has now 1500 Members in approximately 140 countries around the world. The Federation was one of the first international non-profit, non-governmental organizations aiming to further the cause of librarianship. Its primary function is to provide library professional throughout the world with a general forum for international contacts and exchange of ideas and experiences, principally in the field of bibliography.<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">IFLA's purpose is to promote international understanding, cooperation, discussion, research and development in all fields of library activity, including bibliography, information services and the education of personnel, and provide a body through which librarianship can be represented in matters of international interest.<\/p>\r\n&nbsp;\r\n\r\n<strong>3.1\u00a0 Aims<\/strong>\r\n\r\n&nbsp;\r\n<p style=\"text-align: justify\">IFLA is an independent, international, non-governmental, not-for-profit organization. Its aims are to:<\/p>\r\n<p style=\"text-align: justify\">\u2022\u00a0\u00a0\u00a0 Promote high standards of provision and delivery of library and information services,<\/p>\r\n<p style=\"text-align: justify\">\u2022\u00a0\u00a0\u00a0 Encourage widespread understanding of the value of good library &amp; information services, and<\/p>\r\n<p style=\"text-align: justify\">\u2022\u00a0\u00a0\u00a0 Represent the interests of our members throughout the world.<\/p>\r\n&nbsp;\r\n\r\n<strong>3.2\u00a0 Core Activities<\/strong>\r\n\r\n&nbsp;\r\n<p style=\"text-align: justify\">Issues common to library and information services around the world are the concern of the IFLA <a href=\"http:\/\/www.ifla.org\/activities-and-groups#list2\">Core Activities<\/a>. Directed by the Professional Committee, the objectives and projects of the Core Activities relate to the Federation's Programme and the priorities of the Divisions and Sections. The others programmes cover current, internationally important issues.<\/p>\r\n&nbsp;\r\n\r\n<strong>3.3\u00a0 Divisions and Sections<\/strong>\r\n\r\n&nbsp;\r\n<p style=\"text-align: justify\"><a href=\"http:\/\/www.ifla.org\/activities-and-groups#list3\">Sections <\/a>are the primary focus for the Federation's work in a particular type of library and information service, in an aspect of library and information science or in a region. All IFLA members are entitled to register for any of the 43 Sections of their choice. Once registered, voting Members have the right to nominate specialists for the Standing Committee of the Sections for which they are registered. The Standing Committee is the key group of professionals who develop and monitor the programmes of the Sections. Sections are grouped into five <a href=\"http:\/\/www.ifla.org\/activities-and-groups#list1\">Divisions<\/a>.<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">The Divisions of IFLA are:<\/p>\r\n&nbsp;\r\n\r\ni.\u00a0 \u00a0 \u00a0 Library Types\r\n\r\nii.\u00a0 \u00a0 \u00a0Library Collections\r\n\r\niii.\u00a0\u00a0\u00a0 Library Services\r\n\r\niv.\u00a0\u00a0\u00a0 Support of the Profession\r\n\r\nv.\u00a0 \u00a0 \u00a0Regional Activities\r\n\r\n&nbsp;\r\n\r\n<strong>3.4\u00a0 Regional Activities<\/strong>\r\n\r\n&nbsp;\r\n<p style=\"text-align: justify\">Three Regional Sections (Africa, Asia and Oceania, and Latin America and the Caribbean) make up the Division of Regional Activities (Division 5). They are concerned with all aspects of library and information services in their regions. They promote IFLA activities and work closely with the IFLA <a href=\"http:\/\/www.ifla.org\/regional-offices\">Regional Offices<\/a>, located in Pretoria, South Africa; Singapore and Rio de Janeiro, Brazil.<\/p>\r\n&nbsp;\r\n\r\n<strong>3.5\u00a0 Special Interest Groups<\/strong>\r\n\r\n&nbsp;\r\n<p style=\"text-align: justify\"><a href=\"http:\/\/www.ifla.org\/activities-and-groups#list4\">Special Interest Groups <\/a>(SIG)are set up, on a temporary and informal basis, to enable groups of members to discuss specific professional, or social and cultural issues relating to the profession. Presently there are 15 SIGs. The objectives of UNESCO at the time of its establishment were: encouraging international intellectual cooperation, speeding up development through operational assistance to Member States, and promoting peace, human rights \u00a0and international understanding. UNESCO\u2019s earliest activities of concern to the library profession were to help Member States rebuild their libraries destroyed during World War II. UNESCO\u2019s efforts to assist its Member States in the development of their documentation, library and archival services initially indicated five areas, which were:<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">\u2022\u00a0\u00a0\u00a0 Principles and Structure of Documentation, Library and Archives Services<\/p>\r\n<p style=\"text-align: justify\">\u2022\u00a0\u00a0\u00a0 Internationalization of Documentation, Library and Archives Services<\/p>\r\n<p style=\"text-align: justify\">\u2022\u00a0\u00a0\u00a0 Professional Training<\/p>\r\n<p style=\"text-align: justify\">\u2022\u00a0\u00a0\u00a0 Book Promotion<\/p>\r\n<p style=\"text-align: justify\">\u2022\u00a0\u00a0\u00a0 The Future<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">UNESCO, since its creation has contributed to the reinforcement of these types of services. As libraries are essential components of any strategy aimed at improving information access, both for the public at large and for specialised groups.<\/p>\r\n&nbsp;\r\n\r\n&nbsp;\r\n\r\n<strong>4.1\u00a0 Communication and Information Sector (CI)<\/strong>\r\n\r\n&nbsp;\r\n<p style=\"text-align: justify\">The development of information technologies, and in particular the Internet, has created a completely new environment in which the role of traditional information services must be thoroughly revised. The potential of networking, cooperation and digitisation modify substantially the functions of acquiring, storing and disseminating information and knowledge. Here, special attention must be paid to the least developed countries so that they do not lag behind technological advances.<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">With this in view, the Communication and Information Sector (CI) of UNESCO was established in its present form in 1990. Its programmes are completely based on the UNESCO\u2019s Constitution, which are to promote the \u201cfree flow of ideas by word and image.\u201d It consists of:<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">\u2022\u00a0\u00a0\u00a0 <a href=\"http:\/\/www.unesco.org\/new\/en\/communication-and-information\/about-us\/who-we-are\/whos-who\/freedom-of-expression-and-media-development-fem\/\">Freedom of Expression and Media Development<\/a><\/p>\r\n<p style=\"text-align: justify\">\u2022\u00a0\u00a0\u00a0 <a href=\"http:\/\/www.unesco.org\/new\/en\/communication-and-information\/about-us\/who-we-are\/whos-who\/knowledge-societies-division-ksd\/\">Knowledge Societies Division<\/a><\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">The CI Sector is also \u00a0the \u00a0secretariat \u00a0for \u00a0two \u00a0intergovernmental \u00a0programmes, \u00a0namely, the \u00a0<a href=\"http:\/\/www.unesco.org\/new\/en\/communication-and-information\/intergovernmental-programmes\/ipdc\/homepage\/\">International \u00a0Programme \u00a0for \u00a0the\u00a0 \u00a0Development\u00a0 \u00a0of\u00a0 \u00a0Communication\u00a0 \u00a0(IPDC)\u00a0 \u00a0<\/a>and the <a href=\"http:\/\/www.unesco.org\/new\/en\/communication-and-information\/intergovernmental-programmes\/information-for-all-programme-ifap\/homepage\/\">Information for All Programme (IFAP). <\/a>The objectives of the Sector\u2019s programmes are:<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">\u2022\u00a0 Promoting the free flow of ideas and universal access to information<\/p>\r\n<p style=\"text-align: justify\">\u2022\u00a0 Promoting the expression of pluralism and cultural diversity in the media and world information networks<\/p>\r\n<p style=\"text-align: justify\">\u2022\u00a0 Promoting access for all to ICTs<\/p>\r\n\r\n<\/div>\r\n&nbsp;\r\n<p style=\"text-align: justify\"><span style=\"text-align: initial;font-size: 1em\">In addition to the Regular Programmes, the CI Sector implements various inter-regional, regional and national projects with extra-budgetary funding mainly in Africa, the Arab States, Asia, the Pacific, Latin America and the Caribbean. The Sector collaborates with UN agencies, bilateral development agencies, international and regional non-governmental agencies.<\/span><\/p>\r\n\r\n<div style=\"text-align: justify\">\r\n\r\n&nbsp;\r\n\r\n<strong>4.2\u00a0 Networks<\/strong>\r\n\r\n&nbsp;\r\n<p style=\"text-align: justify\">The development of networks ensures equitable access to information services and contents especially in the public domain as well as facilitating the free flow of information.While promoting the development of electronic networks, UNESCO lays emphasis on policies and strategies to develop the most appropriate methodology to meet the specific needs of the users in various countries.<\/p>\r\n&nbsp;\r\n<p style=\"text-align: justify\">Through its global and regional networks, UNESCO carries out social development, democratization and good governance in member countries. By providing access to relevant information in an interactive format and in an easily assimilated form, UNESCO fosters capacities to acquire new knowledge and skills.<\/p>\r\n&nbsp;\r\n\r\nSome of the information networks of UNESCO are: APIN \u2013 Asia Pacific Information Network\r\n\r\nINFOLAC - Information Society Programme for Latin America and the Caribbean MEDLIB- Internet-based Virtual Library\r\n\r\nRINAF - Regional Information Society Network for Africa UNAL \u2013 UNESCO Network of Associated Libraries ORBICOM \u2013 Network of UNESCO Chairs in Communication\r\n\r\nACCESS-net - Association of Computer Centres for Exploiting Sustainable Synergy\r\n\r\n&nbsp;\r\n\r\n&nbsp;\r\n\r\n<strong>4.3\u00a0 Future Programmes<\/strong>\r\n\r\n&nbsp;\r\n\r\nUNESCO has several approved programmes and activities for the future. The programme is functionally successful because of an efficient system that operates through national focal points designated by various governments that are members of the United Nations. As a component part of a United Nations programme, the INFOTERRA network has access to specialized databases and information sources on environment related subjects located in UNEP. These also include global information systems and organisations devoted to collection, processing and dissemination of information in various countries. Use of computers for location, collection, storage and processing of information has opened up the possibilities of creating online access and machine-readable databases which have led to the development of international\/global information systems. This development has been harnessed further by the very concept of decentralized input of information from the member countries of a participating system, where centralized processing of information is possible through computers, while decentralized dissemination of information is again possible at the users\u2019 end.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\">In this Module we will discuss some international organisations operating at international level in various disciplines. It was after the World War II, that most of the governments realized the advantages of maintaining international relations in some spheres through the international organizations. This is due to the fact that while retrieving information, the library professionals had been facing several problems as the available information services were not adequate for most of the users. The international organisations took the task to identify these problems in the information gap by contributing towards coordination, promotion and development of appropriate information. These organisations include the governmental bodies, non-governmental bodies as well as some voluntary professional organisations. A major role in this regard has been that of the UNESCO\u2019s Communication and Information Sector which has contributed towards development of modern library facilities in developing and developed countries.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>2.\u00a0 International Information Organisations<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\">Encyclopaedia Britannica defines an International organization as \u2018an institution drawing membership from at least three states, having activities in several states, and whose members are held together by a formal agreement.\u2019 These are of two types, namely, <a href=\"http:\/\/www.britannica.com\/EBchecked\/topic\/759088\/international-governmental-organization\">international<\/a> <a href=\"http:\/\/www.britannica.com\/EBchecked\/topic\/759088\/international-governmental-organization\">governmental organizations <\/a>(IGOs), which have been established by intergovernmental agreements and whose members are states, and secondly, <a href=\"http:\/\/www.britannica.com\/EBchecked\/topic\/759090\/nongovernmental-organization-NGO\">nongovernmental organizations<\/a> (NGOs), whose members are associations or individuals.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\">According to European Commission an international organization is \u2018a body that promotes voluntary cooperation and coordination between or among its members. \u2019An international organization is therefore an <a href=\"http:\/\/en.wikipedia.org\/wiki\/Organization\">organization <\/a>with an international membership, scope, or presence.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\">There are a large number of such organisations operating at international level. Some of the major international organisations covered in this Module are: IFLA, UNESCO, ICA, ILO, ISO, WHO and WIPO. The information systems and programmes listed here are the INIS, AGRIS, MEDLARS\/MEDLINE, CAS, INSPEC, BIOSIS, etc. In most of these organisations or systems, the input to the system is made available by the member country from where information originates, leading to reliability, timeliness and comprehensibility. The input thus collected nationally is entered in prescribed standardized format, usually a machine readable format to ensure compatibility.
